This regulation should be defeated. Nothing positive can come from denying law-abiding people the best means to defend themselves. Gun control rules and laws only hurt good people and do not deter evil people from doing evil things. Where people are not prohibited from being armed, they can--and in many instances have--prevent innocent people from being hurt or killed by evil people.
