I Strongly Oppose This Regulation and *ANY* Restrictions to Our 2A Rights!!

1.  Where is the problem this is supposed to solve?  There have been no shootings in any Virginia state agency buildings and the ban on concealed carry is even more unreasonable, as CHP holders are the most law-abiding group of citizens in the Commonwealth.

2.  The Governor has no direct authority from the General Assembly to ban guns in state agency buildings.  To that end, this year the General Assembly passed a bill clarifying that the Governor cannot do any type of gun control without the express permission of the General Assembly.  The only reason that bill did not become law is that the Governor vetoed it!  This action ignores the will of the People, as expressed through their elected representatives in the General Assembly.

3.  Since 1960, all but two of the public mass-shootings have been in gun-free-zones, like this regulation creates.  This would make state-agency buildings in Virginia less secure, not more secure!

4. When was the last time that an innocent person(s) was/were shot by a CHP holder in any ABC store, or the DMV, or in any other state office? The answer is 'never.' For many years we CHP holders have carried in these locations and there have been no issues whatsoever. The basis for any regulations should never be fear mongering and ignorance, as is the case with this proposed regulation. Why was this originally passed as an emergency regulation, when there was no basis constituting an emergency? Decades of there having been no issues involving CHP holders result in an argument strongly against this regulation being put into place. Why do we not just drop this ridiculus, fear-mongering regulation? Preventing me from defending myself, my family, and friends is just not a good policy.

I further oppose this regulation for the following reasons:

A. Elected officials should not enjoy any extra rights or privileges than do the Citizens of the Commonwealth of Virginia.

B. Elected officials should not be more protected that are the Citizens of the Commonwealth of Virginia, we are all 'created equal'.

C. Elected officials do not have the right to declare themselves the rightful authority of Citizens' rights under the Constitution.

D. Elected officials should also be required to pay for their own security from their personal income and *not* from taxpayer's contributions.
