The governor has imposed this illegal regulation and shows both the good and bad my our constitution. The Virgina founding fathers made all governors lame ducks so they should owe to no one and lead our state righteously. And also so we get rid of bad ones after four years. They weren't while to write into our documents to prevent someone like our current governor to stop this type of illegal acts so he could get his next job in a new federal administration which is what he is forcing us into. He is kissing up to what he hopes will be a new job in Washington DC. Either way, we will be granted his exit from office soon. Whether or not his illegal rules stay with us should be up our Virgina house and senate. This is where it has always belonged.
