You have not thought this process through, you are following what is dictated to you from the people that want to ban all guns and deny us the right to defend ourself from the people that want to take our consituition rights away.  You have open the goverment buildings to possible attacks from criminals.  Only good law abiding citizens of Virginia will obey the laws, you have just tied their hands behind their back.
