The "right" to abortion should occur only under those circumstances that protect the woman's health.
 

It appears from comments that those who support the amendment of TRAP to enable abortion centers greater ease of performing these procedures without regulation, give the reason that women have a right to abortion, period, regardless of care provided.  It is the government’s duty to protect its citizens.  If we would not send a pregnant woman to one of these clinics to give birth to a live baby, a center without medical regulation, we should not send a pregnant woman to one of these centers to undergo an equally invasive procedure with valid medical risks, to have her baby killed.  One needs only be reminded of the Gosnell horror in another state without regulation, or enforcement of regulation, to understand the need to protect our women.  The “right” to abortion should not be understood to mean under ANY circumstances, but those alone that protect the woman’s health.  And I say that as a woman who is adamantly prolife under ALL circumstances, even rape and incest.

The decision to relax the abortion center regulations embodied in 12 VAC 5-412 is premature and dangerous.  During the short time the regulations have been in place, the Virginia Health Department inspectors uncovered hundreds of health and safety violations.  These violations included improper hand washing procedures, blood on instruments and examination tables, and abortions conducted on minors without documented informed consent.  Recent inspections also revealed significant abuse as an abortion center recorded an incredibly high number of complications from attempted chemical abortions with RU-486.  It is very apparent that abortion centers are not able to self-regulate.  Since abortion centers operate within the health care system, they must adhere to the regulatory standards of healthcare facilities.  Women deserve nothing less.  I urge you to protect women by refusing to relax any of the restrictions embodied in 12 VAC 5-412 and the 2010 Guidelines for Design and Construction for Health Care Facilities.
