The enactment of the original legislation and these regulations were expedited through an “emergency” process; however, the real emergency now is the threat these regulations pose to the women’s health centers across Virginia that provide an array of safe and affordable medical services. These regulations do not seek to treat these medical centers as any other outpatient medical office; a comparison review of the proposed regulations with those in place for similar facilities clearly reveals as much. These regulations seek to do one thing and one thing only – cast a Big Brother shadow over the operations of all women’s health centers, further constricting access to their services. If you choose to uphold this legislation, then it should be carried forward to its logical conclusion and include cosmetic surgery centers, eye centers, and any other out-patient procedure rather than simply targeting women's reproductive services.
