Our regulatory process should focus on ways to lower costs, not create new financial costs for health care access without a clear medical reason.  The proposed regulations increase financial obstacles to health care access. 

Medically unnecessary regulations limit healthcare options for the women of Virginia.   Furthermore, the costs associated with these regulations and the clinics impacted cause these regulations to impact young, low-income, uninsured and minority women by decreasing their individual freedom to access health care services.
