I wonder why a RN and a LPN are considered non-licensed.

"Non-licensed team members include LMHP-Rs, LMHP-RPs, LMHP-Ss, QMHPs, QMHP-Ts, CSACs, CSAC-supervisees, RNs, LPNs RPRSs".
