As a Virginia supervisor, supervision consultant, and supervision trainer, I've heard many stories from residents and LPCs who tried to get their quarterlies and verification of supervision forms from their supervisors and it taking months or even sometimes unsuccessfully.  Not only does this affect the reputation of supervisors in general, it delays a Resident's licensure which can then delay the possibility of increased income or the ability to accept an employment offer.  Adding this to the regulations will allow residents to more easily file a complaint so that supervisors who are acting inappropriately in this way can be adressed.
