The abortion procedure may be safe, but not if performed under un-hygienic conditions, or without the proper medical equipment to handle emergencies, or by unqualified staff.  There can be nothing wrong in amending the law to protect vulnerable women from unsafe practices. Wasn't the point of legalizing abortion to avoid the danger to women of back-alley abortionists? Without proper regulation, this is exactly what we are seeing in many cases. Many trusting women have already paid the price for this unregulated practice.
