This program has only been in effect for less than two years but is already bringing in money to mitigate floods and to help low income people improve the energy efficiency of their homes.  Any increases in electricity charges for individuals is very minor compared to the benefits and could be rebated if needed.  Any changes should be done by the Virginia General Assembly, not by the governor; he does not get to choose which laws to obey.  We depend on the General Assembly to thoughtfully consider any needed changes.
