Stay in RGGI (at least for now)
 

Having reviewed Governor Youngkin's Executive Order Number 9 (2022), it strikes me that the order directs both a re-evaluation of participation in RGGI and directs action to "immediately begin regulatory processes to end it." It seems illogical to me to choose an outcome (leave RGGI) before the completion of the evaluation. I've reviewed several studies that suggest participating in RGGI lowers carbon emissions in Virginia, makes our air cleaner, and generally helps combat rising temperatures for global climate change. Without a compelling analysis explaining why leaving RGGI benefits Virginia, I cannot and do not support our state leaving the initiative.
