Emissions Increased by 1% Last Year

We need to stop playing politics and require real change if we are serious about emissions.  All of the whining and complaining, lobbying money spent and blaming one entity or another has gotten us further from the goal of ZERO emissions, not closer.  I drive a high gas mileage vehicle and I am penalized because I emit LESS?  But we're serious about lowering emissions?  I don't hear of any movements that actually LOWER emissions, only those that don't penalize high emitters.  How about we pass initiatives with teeth?  Stop government funding of solar.  If it's that great the solar industry will invest in it.  If not then call it the Edsel that it is.  Stop funding car companies building electric cars and make them entice investors that think electric cars are not the future Edsel.  Stop govenment funding of charging stations and allow the free market to invest in the future of electric vehicles.  We knew in the 1970's that this was the future and you want to change it overnight with a carbon trading program?
