The Virginia General Assembly passed legislation to join the Regional Greenhouse Gas Initiative (RGGI).  The Virginia Governor does not have the power to unilaterally overturn it. 

Even if you don't believe in the scientific consensus of anthropogenic climate change, RGGI is already generating millions of dollars for Virginians to mitigate undeniable sea level rise.  It would be foolish to exit RGGI.
