I'm old enough to remember the "brown cloud" situation of the 1970's. Pollution is bad, period. It's bad for us humans, and the other breathing species around us.

This is a good program, that has benefited Virginians for all the years we've been in the RGGI. Being in the RGGI has reduced pollution and generated funds for investment in non-polluting forms of energy generation.
