Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

Cultural Competency Training smokescreen for CRT
 

Virginia citizens are not stupid. We know that Cultural Competency Training is a smoke screen for imbedding Critical Race Theory into teacher training and as a component of a teacher's evaluation.  Virginia citizens know that this, as well as the SEL standards, come directly from the African American History Commission recommendations that have completely re-shaped the revised VA History and Social Studies curriculum.

Virginia citizens know that included in this Cultural Competency Training is the following "vocabulary bingo" to hide the intended indoctrination:

  • A teacher MUST demonstrate a commitment to equity (we know that DEI - diversity, equity, inclusion --are the buzz words of CRT)
  • Professional development MUST be approved by VDOE (hmm..the entity promoting CRT is the same entity to approve the lessons)
  • Teachers MUST reflect on their beliefs, behaviors, and practices (this is NOT an innocent, philosophical exercise)
  • Teachers MUST mediate power imbalances in classrooms based on race, culture, ethnicity, gender, and class (this is identity politics and race/color being seen as the only determining factor in success, as well as the underlying belief that white supremacy is the cause of everything and that the only two possible groups are either "the oppressed" or "the oppressors") 
  • Expressed need to REFORM the cultural factors affecting the organization of schools, school policies, and procedures (the basis of this is the insistence that institutionalized racism and white supremacy is found in EVERY aspect of America, and therefore, America must be changed)
  • Key Terms:
  1. anti-racism education: MUST acknowledge that racist beliefs and structures are pervasive in all aspects of our lives and requires action t dismantle those beliefs and structures
  2. racial equity: this is not just the absence of discrimination and inequities, but also the presence of deliberate system supports to achieve and sustain racial equity (Equity means that ALL outcomes must be the same)

Virginia citizens know that Cultural Competency Training is absolutely tied to the new Social Emotional Learning Curriculum that teachers will have to teach to Virginia students.  Included in the key resources for that instruction are the following modules entitled:

  1. Implicit Bias
  2. Teaching in Support of Black Lives
  3. Nice White Parents
  4. Addressing Race and Racism
  5. Guiding Questions for Educators to Promote Equity

Virginia citizens know that these competencies have been based on the writings of key people of the 1619 project as well as widely acknowledged proponents of Critical Race Theory.

The parents, guardians, grandparents of Virginia are NOT going to put up with this. If you think they were vocal and powerful in the November 2021 election -- you haven't seen anything yet.
