Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

Guidance Document for Cultural Competency

Please do not implement these guidlines, nor require teachers to be instructed in their compliance!  This is 2022 not 1865!  Racism has been dealt a decisive blow!  To teach that our nation is divided between the oppressed and the oppressors ignores the decades of advances!  Stretching from the Abolitionist Movement, to the out come of the Civil War!  The addition of the 13th, 14th, 15th Ammendments to the constitution!  The striking of some wording making mention of slaves, the Civil rights movement of the 1960's and the resulting civil rights legislation of that era!  The core of our government is found in these words from the Declaration of Independence: "We hold thse Truths to be self evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable rights.  That among these are life liberty and the Pursuit of Happiness!-"  The theme and goal of our present government is to enact policies and laws that reinforce these rights!  Teach students instead, how our government works, and how the United States is and will remain a beacon of Liberty to the world!
