There should be no mandate considering this is still an experimental vaccine and one who's longterm effects have not been studied. 

The cardiac effects that other nations have documented and used to suspend vaccine administration should be followed.  The risk to children is low and the concern for overall vaccine injuries doesn't outweigh risk
