| Action Summary |
The amendments to 9VAC25-720, Water Quality Management Planning Regulation (WQMPR), include adding four new Total Maximum Daily Load (TMDL) wasteload allocations (WLA) in the James River Basin (9VAC25-720-60 A) and three new TMDL WLA in the Tennessee – Big Sandy River Basin (9VAC25-720-90 A).
The TMDL WLAs were developed in accordance with Federal Regulations (40 CFR § 130.7) and are exempt from the provisions of Article II of the Virginia Administrative Process Act (§2.2-4006 A 14). The TMDL reports where WLAs are developed are subject to the TMDL public participation process, and the WLAs are adopted as part of 9VAC25-720 in accordance with the Department of Environmental Quality’s (DEQ) “Public Participation Procedures for Water Quality Management Planning” guidance (GM 23-2005).
