NOTICE OF PUBLIC HEARING – Pursuant to Section 28.2-1302 of the Code of Virginia, notice is hereby given to all interested parties that the Lancaster County Wetlands Board will hold a public hearing for the following Wetlands Board actions:

1.

Evan & Juliet Bloodgood, c/o Bryan McDearmon, Mac Bros, LLC, 388 Scoggins Creek Trail, Hartfield, VA 23071; requests permission to replace a deteriorated wooden bulkhead with 85’ of vinyl bulkhead 2’ channelward and install a living shoreline component with a 70’ rip rap sill (Class I & A1), backfilled with sand nourishment (35’ long x 6’ wide x 8” deep) to protect existing wetlands vegetation along Carter Creek. Located off VSH 634 (King Carter Dr.) on Lancaster Rd. Tax Map # 33-224. VMRC #2026-1729 & NAO-2026-01639.

Box 1237, Kilmarnock, VA 22484; requests permission to install two 75’ Class II & III Armor stone breakwaters with two 750 sq ft sections of beach nourishment (1,500 sq ft total) along the eroded shoreline of the Rappahannock River. Located off VSH 222 (Weems Road) on King Carter Lane. Tax Map #33A-7. VMRC #2026-2055 & NAO-2026-01290.

Gilmore, c/o Craig Palubinski, Bayshore Design, LLC, 8518 Cople Hwy, Hague, VA 22469; requests permission to construct 207’of rip rap revetment along the base of an eroded bank, and a 14’ rip rap spur along the shoreline of Windmill Point Creek. Ward, Jr., c/o EZ Building and Environmental Permits, LLC, 200 Tiffany Dr., Buena Vista, VA 24416; requests permission to replace two existing groins each to be no longer than 48’ along the shoreline of the Rappahannock River. Marsha Sitnik, c/o SalTerra Solutions, LLC, PO Box 1744, Kilmarnock, VA 22482; requests permission to repair an existing 48’ stone groin, install 125’ stone sill (class A1 stone), repair 42’ of existing stone sill for a living shoreline with 40 cubic yards of sand nourishment and 535 sq ft of wetlands plantings along the shoreline of White House Creek. Located off VSH 1050 (Bertrand Pl.) on Youcomico Dr. Tax Map #31E-1-33. VMRC #2026-2015 & NAO-2026-01886.

The public hearing will convene at 9:30 a.m. on October 8, 2026 in the Board of Supervisors Meeting Room. Interested members of the public will be able to participate in the meeting from their computer, tablet, smartphone, regular phone or in person. The weblink, phone number and access code will be published on the County website, www.lancova.com at least three days prior to the meeting as required.

Wetlands Board members will inspect the site on October 6, 2026 sometime between 9:00 a.m. and noon. Information on the above action is on file in the Building/Land Use Office at the County Administration Office. All interested parties will be afforded the opportunity to be heard and are requested to submit a concise written statement prior to the meeting to the Planning and Land Use Office at 8311 Mary Ball Road, Lancaster, VA 22503, faxed to (804) 462-0031 or email ohall@lancova.com.
