"§ 6. Not later than 60 days after receipt of a complete application, the wetlands board shall
hold a public hearing on the application. The applicant, local governing body, Commissioner,
owner of record of any land adjacent to the wetlands in question, known claimants of water
rights in or adjacent to the wetlands in question, the Virginia Institute of Marine Science,
the Department of Wildlife Resources, the State Water Control Board, the Department
of Transportation, and any governmental agency expressing an interest in the application
shall be notified of the hearing. The Commission or board shall mail or email these notices not
less than 20 days prior to the date set for the hearing. The board shall also (i) cause notice of
the hearing to be published at least once in the seven days prior to such hearing in a newspaper
of general circulation in this _________ (county, city, or town); (ii) post a notice of the
hearing on its website at least 14 days prior to such hearing; and (iii) provide a copy of such
notice to the Commission for submittal to the Virginia Regulatory Town Hall. The
published notice shall specify the place or places within this ________ (county, city, or town)
where copies of the application may be examined. The costs of publication shall be paid by the
applicant. In the event that the board submits a correct and timely notice for publication and
the newspaper fails to publish the notice or publishes the notice incorrectly, the board shall be
deemed to have met the notice requirements of this subsection so long as the notice is

NOTICE OF PUBLIC HEARING – Pursuant to Section 28.2-1302 of the Code of Virginia,
notice is hereby given to all interested parties that the Lancaster County Wetlands Board will hold
a public hearing for the following Wetlands Board actions:
1. Lancaster County, c/o Bay Design Group, P.O. Box 51, Urbanna, VA 23175; requests
permission to install a 16' x 60' concrete boat ramp with a 6' x 67' courtesy pier and an
18’ x 20’ ADA floating kayak launch connected upland by a 4’ x 30’ gangway to two 8' x
30' dock ramps at variable slope with two 8' x 5' landings. As part of the project, a 6' x 30'
L-head addition to an existing dock and 67' x 2" x 10" tongue and groove (T&G) pressure
treated sheet pile are being proposed. Permission is also requested to install two Class I
riprap revetments (634 square feet and 2,732 square feet, respectively) for a total of 3,366
square feet of revetment, and 33 linear feet of Natrx breakwater structure with 612 square
feet of beach nourishment. All measures to be installed along the shoreline of Carter
Cove as part of the new County park to be built on the parcel. Located off VSH 632

2. William R. Elliott & Lisa B. Elliott, c/o Kelsey Haynie, Ransone's Nursery &

cu yards (185 sq ft) of beach nourishment and wetland plantings and 125’ of class A1 and

3. Mark Swatling, c/o Jeff Corbin, Native Shorelines, Davey Resource Group, Inc., 1892
Fairground Rd, Maidens, VA 23102; requests permission to restore a living
shoreline/fringe marsh to historical footprint by installing 60 linear feet of sill with 135 sq
ft footprint of QuickReef® semi-sill on the western edge, and oyster shell bags/coir logs
on the eastern edge of the sill. The sill will be nourished with 1,152 sq ft of sand and
planted with 1,096 sq ft of wetland vegetation. A marsh opening will be created to restore
flow and Envirolok bags will be used to stabilize the opening for a total project impact of
1,700 sq ft. All measures to be installed along the shoreline of the Corrotoman River.

Wetlands Board members will inspect the sites on April 7, 2026 sometime between 9:00 a.m.
