NOTICE OF PUBLIC HEARING

Subject:        AP25156770; Stafford County Wetlands Board Application, Agenda Number WB25-03; Helleu Living Shoreline; Tax Map Parcel No. 49A-1-3; Aquia Election District

The Stafford County Chesapeake Bay Board will hold a public hearing on December 15, 2025, beginning at 6:00 p.m. or as soon thereafter as the matter may be heard, in the George L. Gordon, Jr., Government Center, 1300 Courthouse Road. The hearing will consider the request of Mr. Donald Helleu for a Stafford County Wetlands Board Permit on Tax Map Parcel No. 49A-1-3. The request is to permit the placement of an 81 linear foot living shoreline to stabilize a portion of Accokeek Creek shoreline within the property located at 80 Main Street. The installation of the living shoreline will result in the loss of 580 sq. ft. of non-vegetated, tidal wetlands and will replace with a mitigated, vegetated wetlands area of 1,040 sq. ft. The removal of any vegetation within the Chesapeake Bay Resource Protection Area buffer will be replaced in kind.

All interested parties are invited to appear at the above designated time and place and state their views. Persons requiring special accommodations to facilitate participation in the above matter are encouraged to contact the Department of Development Services at least five days prior to the meeting.

The public hearing may be continued or adjourned. A copy of the application and other related materials are on file in the Department of Development Services located at 2128 Richmond Highway, Suite 201, Stafford, Virginia 22554, and may be examined Monday through Friday between the hours of 8:00 a.m. and 4:30 p.m.
