As a Licensed Veterinary Technician, I strongly oppose allowing non Licensed Veterinary assistants to place IV catheters. By allowing this change the value of LVTs will be undermined. Rather than making this action, veterinarians should be encouraged to hire more techs into their practices, or encouraging current staff to attend an accredited program to become licensed. Currently the veterinary technician field already struggles to be recognized as a vital necessary part of the veterinary practice by the veterinary field at large and constantly has to fight the commonplace practice of veterinarians allowing lay staff to perform functions otherwise marginally reserved for properly trained and licensed Veterinary Technicians. The answer isn't letting unlicensed staff perform these functions, it is to encourage more people to become LVTs.
