It does not make sense that so large a fraction of  Virginia’s schools are classified at the  highest level. If everybody gets an “A”, the grades have no useful meaning, and  citizens don’t get the information they need.  Scoring should be based on proficiency primarily.  A school system which has a high truancy rate should get a lower rating,   Thank you for considering my views.
