RGGI is a Good Deal for Virginians
 

I am writing in opposition to the governor’s proposed repeal of Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI).

As you know, in 2020 the General Assembly, the voice of the people, passed a law that mandates that Virginia participate in RGGI.

RGGI is a market-based mechanism that is effective: since our participation, Virginia’s power plant emissions have consistently decreased, by 12.5% in 2021 and an additional 8% in 2022.

As a side benefit, the reduced emissions thanks to RGGI also result in improved public health.  A study by Abt Associates, Analysis of the Public Health Impacts of the Regional Greenhouse Gas Initiative, highlights that, in one 5-year period, $5.7 BILLION dollars of health benefits were realized within the states participating in RGGI.

Finally, the money returned to Virginia from RGGI is being put towards projects that lead the state to energy independence and resilience from the effects of climate change.

It would be a bad idea to pull out of RGGI.  RGGI is a good deal for Virginia and the state should recommit to being a member, for the benefit of all Virginians.
