Goals of Regulation To clearly articulate the human rights of every individual receiving care and treatment in psychiatric hospitals and facilities licensed by DMHMRSAS.
To clearly articulate the responsibilities of psychiatric hospitals and facilities in ensuring the rights of consumers.
To clearly articulate a complaint review and resolution process and to specify procedures and time frames for the review of complaints of rights violations.
To minimize the costs and intrusiveness of human rights regulatory requirements and administrative procedures to consumers, families, and provider organizations.
