Description Provides for the use of coal combustion by-products and establishes appropriate standards for siting, design, construction, operation and administrative procedures pertaining to their use, reuse or reclamation.

Goals of Regulation To protect the public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish appropriate management practices for facilities that manage only coal combustion residues.
