Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish consistent procedures and requirements for the issuance of VPDES permits to discharge pollutants in storm water from construction sites in order to effectuate the proper and comprehensive protection of state waters.
