Description Establishes a general permit for stormwater discharges associated with industrial activity through a point source to surface waters or through a municipal or nonmunicipal separate storm sewer system to surface waters.

Goals of Regulation To protect public health and/or safety with the least costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish consistent procedures and requirements for the issuance of VPDES permits to discharge pollutants in storm water from industrial activity in order to effectuate the proper and comprehensive protection of state waters.
