Description The Coal Surface Mining Reclamation Regulations establish the general rules and technical requirements through which the Department of Mines, Minerals and Energy, Division of Mined Land Reclamation implements the Virginia Coal Surface Mining Control and Reclamation Act of 1979 (Chapter 19, Title 45.1, Code of Virginia) and the Federal Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1201 et seq.).
