Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To protect the beneficial uses of the stsreams of the Commonwealth by identifying areas that may be impacted by low flows during drought periods and by designating those areas as Surface Water Management Areas.

To provide a coordinated approach in managing and allocating the limited surface water resources of the Commonwealth during periods of low flow.

To ensure that water supply sources are protected and managed wisely.
