This action is exempt from the executive branch review process.
This regulation establishes the policies and procedures to be followed concerning decisions made by the Commonwealth Transportation Board (CTB) dealing with restrictions or prohibitions of the use of any part of a primary or secondary highway by through traffic. The Office of the Attorney General Has found that this regulation is exempt from the APA under Section 9-6.14:4.1 B 11 (effective 10/1001, 2.2-4002 B11).

Federal Authority None.
Exempt from APA Yes, changes to this chapter of the VA Administrative Code are exempt from the Administrative Process Act. The normal executive branch review process is not required.
