Goals of Regulation To assist the criminal court system in providing educational alternatives for first time misdemeanor offenders of controlled substance statutes.
To establish minimum criteria and procedural requirements for any agency to operate first offender drug abuse diversion and education services that have minimal cost or intrusiveness to citizens or provider organizations.
