New and revised guidance modifications to Chapter C. Child Protective Services of the Child and Family Services Manual includes legislative updates from the 2022 Session of the Virginia General Assembly pertaining to the expansion of mandated reporters, individuals with a legitimate interest in child protective services and foster care confidential records, and valid reports of abuse or neglect involving the sexual abuse or sexual exploitation of a child by the parent’s or caretaker’s intimate partner. Additionally, changes to the manual incorporate federal and state laws as well as state regulations into the guidance; clarify existing guidance; and enhance guidance on meeting the safety, permanency, and well-being of children and families.

The changes to SNAP guidance are the result of annual updates provided by the United States Department of Agriculture (USDA), including changes in the gross and net income limits, standard deductions and the SNAP benefit allotments. Substantive changes to SNAP guidance include updating eligibility and benefit amounts for SNAP, changing the number of SNAP E&T agencies from 22 to 39, and changing the “SNAPET” acronym to “SNAP E&T.

The changes to TANF guidance are the result of annual updates provided by the federal government, including updates to the 2022 Federal Poverty Level figures and the 2022 Standard Deduction amounts. Additional changes to TANF guidance include clarification regarding immunization documentation requirements, new protocols for evaluating virtual currency and cryptocurrency, and clarification regarding when an assessment or meeting may be held face-to-face, by telephone, or virtually.
