Substantive changes are being made to the Confidentiality and Information Sharing guidance after changes were made to the Code of Virginia, including expanded direction regarding releases of information, participation in Family Partnership Meetings, FAPT meetings, multidisciplinary teams, and IEP meetings, as well as clarification regarding what information CASA volunteers may disclose and the continued protection of confidential records. The revised document also updates the sample release-of-information form; clarifies guidance for appointments in custody-related cases, including documentation of abuse or neglect criteria and appointment of a guardian ad litem; adds succession-planning language for staff vacancies; updates contact and resource information for interstate placement matters; and makes technical, organizational, statutory-reference, terminology, and formatting updates throughout. The underlying purpose and overall framework of the guidance remain unchanged, with the revised policies continuing to provide nonbinding guidance to local CASA programs on matters not specifically addressed in statute or regulation.

The proposed changes to the The Board of Education Approved Courses to Satisfy Graduation Requirements for the Standard and Advanced Studies Diplomas in Virginia Public Schools include the following: Page 3: School Courses for the Exchange of Data (SCED) Code correction Page 7: Addition of the African American History and the AP African American Studies courses to allow for substitution of World History I course or the World Geography course for the purpose of satisfying the history and social studies credit requirements to align with the passing of HB182/SB427. Page 8: Addition of the Cambridge International (CI) English General Paper: English 10 course as a substitution. Page 8-9 Footnotes: revised for clarity and technical edits. Page 9: Removal of a paragraph to align with the passing of HB595 which removes the provisions that certain courses must be completed for the completion of an Advanced Studies Diploma. This legislation clarifies that students transfer in during or after grade 10, who is simultaneously pursuing the Advanced Studies Diplomas and an International Baccalaureate (IB) Diploma are not required to take certain courses listed for the Advanced Studies Diploma, including substitutes for the Virginia and U.S. history and government courses and for the economics and personal finance credit requirements. Page 10: Clarifies the SCED codes that should be used with certain AP and IB courses. Pages 11-12: Language to clarify the sequencing and proficiency progressions for World Language courses for the field. Page 15: Correction to the course substitution title for provisions in Economics and Personal Finance for students with disabilities who are eligible for Credit Accommodations, may be determined by their Individualized Education Program (IEP). The proposed updates are necessary to ensure appropriate notation of course enrollments in the Master Schedule Collection (MSC) by school divisions and that appropriate credits are used to satisfy graduation requirements, as well as to clarify answers to common questions from the field.

Work Incentives Specialist Advocates (WISA) help individuals with disabilities navigate the complex Social Security work rules by giving them an individualized analysis of how work will interact with benefits, health insurance, and disposable income. The WISA Manual provides information about and requirements for the WISA contracted programs and billable services, vocational rehabilitation (VR) counselor procedures, and samples of forms for WISAs and VR counselors. Page 1: DARS has updated the date from April 2024 to August 2026. Page 4: DARS has removed the WISA rates. Removing the WISA rates will allow the rates to increase as needed or required without being contingent on the WISA Manual’s guidance document review process. DARS would maintain a separate rate sheet with the rates for the respective WISA services. Page 32: Under the income section of the Medicaid Works page, DARS has removed this passage: “Individuals who receive SSI are considered to meet the income requirements, and no evaluation of income is necessary for the initial eligibility determination. Interested applicants who are receiving SSI are encouraged to apply BEFORE SSI cash benefits stop.” The Virginia Department of Medical Assistance Services (DMAS) has changed the income evaluation policy (via TN #DMAS-35), making this statement now inaccurate and thus should be removed.
