Parents need to financially supplemented for the special care given to a child of special need. That child may not be able to find suitable care. If not given that relief for a parent to work/ and or you would be paying someone else to come into the home to provide the car but at work scale is that person qualified. This way it ensures the quality of care for that child and the consistency of care. Special needs children are hard to care for and risk of abuse and neglect. It is more beneficial to have family or parents caring for those children than risking them being cared for an outside provider. Not even able to work due to the needs of a special-needs child, making this an auction for them to have some kind of financial relief from the burden of caring for their child.
