Description The existing regulation defines the Virginia Energy Assistance Program; determines eligibility and benefit criteria for the fuel, crisis and cooling programs; and establishes application periods for each component. Reimbursement to local departments of social services for administrative costs will not exceed seven percent.

Goals of Regulation The purpose of the regulation is to provide fuel, crisis and cooling assistance to eligible households to offset the costs of home energy expenses that are excessive in relation to household income, and to supplement when other resources cannot meet those needs.
