CREEL LIMITS ARE NECESSARY
 

Forage fishes are required to sustain healthy populations of game fish such as Striped Bass, Smallmouth Bass, and Blue, Channel and Flathead Catfish. Menhaden and Shad are very important species for this purpose, and the former is already badly managed in the Chesapeake Bay. Holding anglers accountable with creel limits seems like it would be easier to do than keeping commercial entities in check.
