LRIs including parents should be allowed to be their child's attendant. It has been impossible to find reliable help that is able to meet our daughter's needs to cover our daughter's weekly hours. If there is a second live in LRI who is not the attendant they should be able to be the EOR and receive respite hours. If my husband is the attendant then I need to be the EOR. We are the only 2 people who fully know our daughter's needs and medical issues, and are willing to spend the hours required to be the EOR without pay. Outside of my husband and myself we have one attendant that is only available to attend out of town doctor's appointment and occasional respite. If my husband becomes the attendant we will loose all respite and have no breaks since there is no one else to leave our daughter with at this time. Also, my daughter receiving attendant care is currently 15 years old. A typically 15 year old is able to prepare their own breakfast and lunch and occasional dinner, make their own bed, clean their own room, clean other areas of the home, as well as do their own laundry. Our other child was responsible for doing these things well before they were 15. I've spoken with many other parents and most children are caring out these responsibilities well before turning 18 and most well before they are 15. Therefore an LRI of a minor who has reached the age that a typical child can complete these tasks should still be able to be paid to preform these tasks.
