| Purpose of the meeting A Department of Environmental Quality public hearing on a draft Prevention of Significant Deterioration Permit to modify the Spruance Genco LLC cogeneration facility located at 5001 Commerce Rd in Richmond. Spruance Genco LLC has applied for a permit to modify four of the eight coal-fired boilers located at the site to fire natural gas only. The facility is classified as a major source of air pollution. Facility-wide emissions of all criteria air pollutants will be decreasing, with the exception of VOC emissions, which will increase by 39 tons per year over actual baseline emission levels. The maximum annual emissions of air pollutants from the facility are expected to be: 122.6 tons of PM-10, 872.5 tons of SO 2 , 2189.4 tons of NOx, 1538.4 tons of CO, and 59.3 tons of VOC. No modeling was required for the proposed project. The comment period begins on May 9 and ends on June 26, 2018. | |
