I could not find the specific language of the law at http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+54.1-2301, which seems to only have the code language to Section D.  Section E is not shown on the official website.

The agency background does not properly quote the senate bill's language from the 2012 session or has a typographical error.  I think the agency should correct its background document and identify why the code does not show the proper section it says exists.
