Opposition to the proposed rule
 

I oppose Virginia participating in the RGGI at this time.

First, this is public policy which is within the perview of the General Assembly.The Governor would exceed his authority by taking executive action to commit Virginia to participate in the RGGI.

Second, Cap and Trade schemes have not been demonstrated to be effective.  This will damage Virginia's economy and cost Virginia ratepayers billions with no assurance of achieving the objective.

To do all this while the science surrounding the issue is still unsettled - and while there is no pending immediacy to the action, would be irresponsible and contrary to the best interests of Virginia and her people.
