Regulation of healthare facilities should be based on evidence-based medicine, not political or ideological agendas. Restrictive hospital-style regulations are not appropriate and are unnecessary for the low-risk procedures and services provided by outpatient women's health centers. The regulatory process should not be used to resrict women's access to safe abortions.
