I strongly oppose the NCLEP proposal, which is more likely to restrict the ability of fully qualified counselors to move to Virginia than to improve portability. Restricting licensure portability to those who have graduated only from CACREP-accredited programs is a restriction of trade and will in fact affect the majority of counselors in the U.S. population. Please also read statements by Counselors for Social Justice, the Alliance for Professional Counselors, and others who have recommended that the State of Virginia instead adopt the Licensure Portability Model proposed by the American Counseling Association (ACA).
