Taxpayers are owed a justification for the "supplemental inpatient and outpatient [public] payments to Chesapeake Regional Hospital" totalling over $1.2Billion in the biennium.  Chesapeake Regional is a private hospital.  Why THIS hospital? Why are supplemental payments from the public needed?  What special interests stand to benefit from this public expenditure? Each sentence in paragraph 3 of this notice needs amplification so that the public is informed.  Does CMS need to review and approve this proposed change?
