Pls adopt the carbon rules linking us to the RGGI market.  It is the right thing to do morally and the right thing to do from a business standpoint.  One can only see the recent facebook and microsoft deals to know that businesses want clean energy.  Since most of the load growth in VA is predicated on larger "server farms", this makes all the more sense to move us in this direction. 

While this rule does not join Virginia to RGGI, that is OK since we get many of the benefits. In particular the rule should be strengthened in any way possible so that the sale of the carbon credits by the utility is used to offset the end customer cost of the program.
