The rights of law abiding citizens should not be restricted unless it can be shown that there is an over whelming safety issue.  My understanding of the evidence is that in this case allowing citizens to exercise their right to legally carry firearms.  In the worst case does no harm and most likely increases overall safety.      

If the state wishes to restrict this right all those in favor should pay a special tax used to hire the necessary employs to perform duties as armed guards for all those whose right to self defense has been restricted.  Furthermore all state employees should be personally libel for their actions when they deprive citizens of their civil rights.  

For example, the governor state legislators and college administrators at Virginia Tech should be held both criminally and civilly libel for their actions that allowed Seung-Hui Cho to kill and wound so many people.
