Prior to enacting any regulations, the Commonwealth needs to ensure that not only state agencies are consulted but critical stakeholders, such as the members and staff of the L'Arche communities of Virgina. Regulatory action should be specific rather than broad to avoid/minimize the positive outcomes of settings as those provided through L'Arche. As currently proposed, there would be negative outcomes to internationally recognzied programs and living environments as those provided through L'Arche. Proposed text must be re-examined, edited and consulted upon.
