I know excellent models of group home where the residents and the support staff live in the home that allow the residents to live fuller lives and thrive. Please remove the language that a group home must be staffed by those "who do not live in the home." 

Removing the provision for support staff to live in a home will have harmful effects on the care for people with intellectual disabilities and will impact the ability of service providers to provide good quality care.
