Care provided by those living in a group home
 

The most successful way to integrate those with developmental disabilities into society is to integrate them with those who are not. Thereby compassion increases as one does not view fellow humans as "others" but as fellow members of humanity. This regulation as worded destroys that relationship and encourages not strong mutual relationships wherein one can appreciate the guts, gifts, and  blessings that different people have, the understanding of which creates a community. This regulation by not allowing caregivers to reside with those with developmental disabilities destroys community and creates the sort of separation we as a society should avoid. Please reword.
